F150 1990 Clutch Not Release Floor

I have a 1990 ford f150 4x4 my clutch pedal is not engaging there is no preasure it just goes to the floor i checked the fluid in the master clylinder it is full. It will go into 4 low but not 4 high. Hi would love an opinion or two.
